Here's an example build that I just put together for you based on the 2nd option. I added a 5770 which is a much better card, and the PSU/RAM/Mobo are probably of much better quality as well.

HDD - $55
RAM - $100
Case + DVD drive - $58
PSU + Windows - $140
CPU + Mobo + GPU - $414

Total comes to $766 after rebates. The better graphics card alone is worth $170. It might seem like a daunting task, but its really not that difficult. There are plenty of guides to help you along the way, like this.

(Side note, that build is just an example, it probably needs some tweaking. I was just showing what you could get for a similar price)
