Or rather, there's a difference between a joke and actually perpetuating racism or some other prejudice. But even if policy doesn't agree, just put a warning about "racist/sexist pics forbidden" in the thread itself. That way instead of warning every person who posts one and having confused posters, far fewer will be posted and you can just ban them for not reading the warning.

(I'm pretty sure "racist/sexist pics forbidden" would be a big enough umbrella for what we're talking about. Some similar pics moderation might disagree with, but iirc that Belgian who clogged the thread with a couple of "Americans, they are that stupid" pics wasn't scolded.)

Insofar as race is mentioned in the 10 commandments, it has to do with discouraging malice. People rarely use the pics thread for malice.
