I don't have a monitor at the moment. I have just moved from interstate. If I had to choose it would be a smaller monitor (21-23") with standard resolution?

intel core i3 4130 - 133 dollars asus h81 - 70 dollars monitor?? - 130 dollars Intel 520 Series 120G - 100 dollars - with the intent to add hard disks as appropriate later on. 8G Kit 1600Patriot-S - 85 dollars psu - corsair cx430 - 69 dollars network card - 20 dollars radeon r7 260x - 155 dollars whatever case is on sale - 70 dollars
The total so far is about 800 dollars and that doesn't include windows. I was hoping to cut it down by 200 dollars. Any suggestions?

Some cost cutting changes:
79 - G3420 - 3.2Ghz Pentium is good enough for SC2/D3 66 - ASRock H81M-HDS - Cheapest board to include USB3.0 Header 43 - 1x4GB DDR3-1600 - 4GB is more than enough, can always add another stick if needed. 99 - Samsung 840 Evo 120GB - $1 cheaper and much faster.
55 - Antec VP450 - Much better than CX 430 for the price 49 - Coolermaster N200 - Cheaper than the Fractal Core 1000 and still has usb3.0 on the front; sexy.
Also I'm 100% surprised that they don't have a HD7770/R7 250X, as it would be a more appropriate card for your needs. e2: Could get a 1GB GTX 750 for 140.

Yeah, say Viewsonic VA2249S for $138. The above makes sense for the cuts, but you may just have to get a mechanical hard drive and even a worse video card (though all the options look pretty bad).

All my changes are ~-165$, can't go much lower lol. E: Well you could save an extra $10 by going with a G3220, but I think 200Mhz is worth the $10.

Yeah, R7 250X at a reasonable price would be nice, but it's nowhere to be found. Instead there's crummy GT 640 / 650 and R7 250. Ew.

What uses are you buying it for?
You could make it much much better value for gaming by cutting some things. Also, k-suffix CPU implies overclocking, but you'd probably want different cooling (120mm rad closed loop liquid coolers are not very good) and it's kind of weird to be knowledgeable enough to overclock, yet not knowledgeable enough to pick your own better value parts and build it yourself - as the building is easier
If you're not overclocking, then it's a waste of money to have k-suffix CPU and z87 mobo, then your RAM would be forced to run at 1600mhz too.
You just need to not over-pay on a bunch of stuff for literally zero or very close to zero benefit, an example of this is 290x only performing ~2-4% better than 290 clock-for-clock yet costing over 30% more sometimes. i7 only outperforms i5 in certain workloads. 2400mhz RAM is useless for vast majority of tasks, but cool to have - IF you buy the right value modules, as many 2400 kits cost way, way way too much.
500gb ssd is a cost sink too, 60gb used to be the go-to, then 120gb - now, i'd take a 250 in some cases, but 500gb ssd seems a bit excessive

Nothing significant for most users
Most programs are not limited by current memory bandwidth, to the point where doubling that bandwidth makes no change to performance, or for some programs, only a few % difference. Most gains are in benchmarks - fast RAM right now is just more like the cherry on top of the icing on the cake of a CPU overclocking setup because it only cost 10 euros extra - there is little other reason to do it

you probably want a 4670k instead of a 4770k, unless you're doing stuff that specifically benefits from hyperthreading. 4770k only outperforms 4670k in a few games

With a basic OC, you'd hit about 120 to 150 watts with a 4770k. It's quite hard to break past this number - meanwhile, unless you do things with your GPU which involves having more advanced overclocking knowledge and voiding its warranty, you can't draw more than ~270w with it.
Your entire system power consumption would thus be in the ~400-500w range peak, assuming you oc'd both - you're actually hurting efficiency from having such a PSU, that would not be appropriate unless you wanted to run three 780ti's, which is kinda awkward on z87 without a plx chip (which that board does not have) and also completely weird and pointless for anything less than 1440p or 3x+ surround gaming

You want to SLI 780's? Take a 750w psu, 850 if you want to be really sure while pushing OC's

$600 cheaper with little loss (about 15% faster on GPU is most noticable loss, though 4770k can be 15% faster in some loads too, it's just that for most games, 4770k and 4670k perform the same, and for most other tasks, 4670k is fast enough for most people)
Also, both of these builds need a cpu cooler. The PSU is assuming you'd throw in a second 780 while cpu+gpu overclocking quite intensely, but not void-warranty-on-everything-maxed-out-nuts level of OC on cpu+gpu, as you have to be more than a little curious about overclocking to do that stuff
To be honest, with such a build, since you're buying screens - i would look towards 1080p120 screen, maybe 1440p60 - or even a ROG swift (1440p120hz gsync/strobe) That's a massively expensive option though.
With sli780, i wouldn't be happy with 1080p60 with not gsync or even strobe technology. Both are pretty big advancements

Would waiting a month or so and then buying another identical 780 be worth the investment you think? over dropping a decent bit more on a 780ti now

Thanks! I'll save this list and go off this for now. I can buy another cooler for the CPU, I'm going to eventually liquid cool the PC, and that I know how to do/am comfortable with, so buying a decent cooler for the CPU now is no problem

Monitor depends what you want
there's 1080p60, 1080p120, 1440p60 (some overclockable), ROG swift is 1440p120, some have strobe capability (which reduces perceived motion blur to about 1/10'th of a 60hz monitor) and some coming out have gsync which is nice for those games where you can't laugh and hold 100+fps (league, osu and CSGO come to mind) and also TN vs IPS - most, or even all of the strobe/gsync monitors are TN though, due to its faster nature, though it gives up the color uniformity of IPS (colors look a bit different depending on the angle you are viewing from) etc
