I don't know much about current AMD, but your 2133 memory will run at 1333 or 1600 by default if you are worried about that. The memory sticks have a tiny chip with a table of timing profiles for various speeds on them. The normal standard for that table tops out at 1600. Everything above is technically some sort of overclocking.
There's an "Intel XMP" definition for extensions of that table to higher speeds like 2133. Perhaps people are talking about that? XMP not working on AMD or something? That would only mean you have to set things up manually to get higher speeds than 1600.
Perhaps people mean there's nothing happening in benchmarks when increasing speed? It's perhaps too late to change that to save money. Won't you have to pay shipping costs?

Ok, now I calmed myself down. Means I can practically choose every RAM with any MHz and CL I want.
But just one more thing: I might drop the idea to buy G.Skill and switch to Corsair or Kingston. PS: thanks again, Ropid. Bist Spitze! 
PPS: I'm torn between Kingston HyperX blu. 8GB, DDR3-1333, CL9 (KHX1333C9D3B1K2/8G) and Corsair Vengeance LP blue 8GB, DDR3-1600, CL9 (CML8GX3M2A1600C9B). I think I'll take the second one.

Why buy RAM based on the brand? It's not like kingston or corsair manufacturers it, just puts stickers and heatsinks etc on. The RAM you have probably has better IC's

Just bought Corsair Vengeance LP blue 8GB, DDR3-1600, CL9 for just 67,98 € @ Amazon. I cant get a 2133-er for this EUR. Plus, G.Skill and GeiL are known to not have the higher quality standards. And CAS Latency (I think you might have meant with "IC's") with 9-9-9-24 is pretty good.

Eh, why not a $300-500 laptop? ^^
If not get yourself a AMD 5600K CPU with a a cheapish motherboard to go with it. It's dirt cheap and the integrated grahics are all right. Good budget cases would be NZXT Source 210 or Fractal Design Core 1000. 4 Gb of RAM should probably do for this kind of build. CX430 is an all right budget PSU if you can get a $20 mail in rebate.
I think someone (was it Ropid?) recommended a case that came with a 300W PSU. It's in the last few pages of this thread; that's another option.

You made a mistake with the CPU and the motherboard. The motherboard can do overclocking, but the CPU is locked (there's an unlocked "i5-4670k" with a "k" at the end). You can save money on a different motherboard. Look at the H87 and H81 and B85 chipset boards instead of Z87.

You have a z87 board for non-oc CPU, few other things look overpriced but maybe that's just canada (ram, gpu, psu)

Okay, I'll go with the h87 + Show Spoiler +ASUS H87I-PLUS mITX LGA1150 H87 DDR3 Motherboard then. About over pricing I feel like I don't really have a choice buying all from NCIX because they can build it for you (I have absolutely no idea how to build a pc, I'll have to learn eventually.) NCIX allows your to price match so search your parts on shopbot.ca and see if there are other companies in Canada that sell it for cheaper.

Prime95, you should probably not use anymore on Haswell CPUs! Haswell introduced "AVX2" instructions and improvements to the older "AVX". Programs using that stuff can squeeze a lot more performance out of the CPU than what was previously possible. The extra performance does not magically come free and will produce a lot of heat compared to past CPUs. That's a problem in prime95 in its stress test mode as it is not behaving like a normal program that only occasionally throws in some AVX instructions instead of using them continuously back-to-back.
Additionally, I feel prime95 is not that good to prove stability. Despite it running without crashing the PC, you might still see crashes in normal use. That was different in the past.
x264 is great because it's actually a normal program and using AVX for something useful. This is what you should use.
Heaven is great for seeing if the GPU works right. In my experience, it's about the hottest the GPU can get for normal stuff.
I don't feel comfortable to suggest anything to use as I don't know any program that works well to show stability. A current chess engine seems to work great but that might take some annoying research to set up.
The best proof of stability in my mind would be to just use the PC for games and stuff for hours for several days and see what happens. This means I do not have anything good to suggest for what to do if you build a PC for someone else. :/

another question on this build that destiny is doing for one of his client + Show Spoiler + at 28:11 he talks abuot a molex connector to power the fan controller.
what is this fan controller thing? and a molex connector used for?
the case he used is a source 210. is this fan controller a separate item you have to buy?

That software is all free.
3DMark's a synthetic gaming benchmark. The free version works just fine for testing to see if your hardware works and benchmarking. If you want to play around with settings, I guess $2.49 for the full version could be spent worse.
As far as I know, Source 210 doesn't include a fan controller, so I'm not sure what he's talking about. Plenty of fan controllers bundled into cases or third-party fan controllers you can add are powered from a molex connector. Sometimes the case fans themselves are directly powered from the power supply via a molex connector.
