AMD Phenom II x3 720 Processor 2.80 GHz ATI Radeon HD 5700 Series (5770 in particular) 8GB RAM(if that really matters)
I run Starcraft at medium settings and I'm only getting 25 FPS, give or take a few. This drops to almost zero during big fights.
Are my specs just really bad or should I try cleaning/re-installing?

Try to disable "wait vor vertycal sync" and fps should rise..

do you have the same problem when the games on low settings with low textures?

Turning off VSync will always help, as will shadows and changing from 3d portraits to 2d.

All settings on low/off except for textures, should be on ultra (go go Gadget cloaked unit detection!)

The cpu is fine, i have the same one(oc'ed to 3.4ghz though) and I can run the game on high without any noticeable slowdowns, and perfectly fine on medium, the install may be bad, check if you have any background programs running, and latest video drivers, your computer may also be running hot and downclocking itself.

Are my specs just really bad or should I try cleaning/re-installing? you have pretty bad CPU and sc2 ist a CPU game (a overclocked 5770 with i5 2500 cpu can easy run sc2 at ultra with 50fps)
try to overclock ur cpu, @ 3,6 Ghz you should be able to play sc2 with medium at 60fps

Frame rates should probably be higher with that graphics card at medium presuming 1920x1080 resolution, CPU is not too bad even though it is kind of low clocked for AMD. I had an Athlon II x3 3.2Ghz which is very similar and the results were better with the same graphics card too. maybe there is a problem somewhere

Tried over clocking to 3600 MHz. Doesn't really make a difference.. :s
Any suggestions on what the problem may be? I honestly should be getting much higher FPS.

I've tried using the AMD driver auto detect and it tells me all my hardware's drivers are up to date.

That CPU is too low, all CPU settings on min and graphics settings whatever, should be fine.

its not your cpu. im having the same problem with only a slightly worse gpu for some reason. no idea why. fresh install of windows and everything.

Well it certainly isn't the graphics card. 3.4Ghz phenom isn't good. That's a CPU that also necessites min CPU settings

You're definitely overestimating SC2 requirements O.o I run it on low with a 1.7Ghz core 2 duo (laptop CPU) and while I get some slowdowns lategame, the game is easily playable for most of the game. Even in lategame it's still playable pretty easily, I've never felt that it was bad. The FX-8150 at Ultra settings (3.6ghz clock) gets 47 FPS. If a Phenom II is even comparable to FX, (which it should be), a slightly lower clocked Phenom II definitely doesn't need to be set on low to be playable.
Numbers come from Anandtech bench. I couldn't find a phenom II benched with SC2, but I think the FX is known to be relatively equivalent to the Phenom II. Even if the Phenom II was 50% slower than FX (it isn't), you would have 25 FPS on ultra settings, definitely not in need of low.
Edit: And I definitely don't get zero FPS during large fights on my comp. I might have slow downs, but micro is definitely possible, which means there's some other issue with your computer. I'm not smart enough to find that (sorry), but you don't NEED to buy new hardware (although you certainly could).

I think I've fixed the issue for the most part. The issue was, you cannot use the AMD Overdrive feature. Overclocking anything makes it have way less FPS. Not sure why but, when I turn it off there is definitely a difference when it is off and on.
FPS with AMD Overdrive = 25 FPS without AMD Overdrive = 45+
My FPS obviously still drops to like 15 during big battles because of the CPU but it's definitely better.

You can probably overclock it without whatever AMD overdrive is, correct? That should give you quite a big performance boost.

i have an OCd 1055T at 3.4 and a stock 5770 with 4gb of ram. runs ultra perfectly
never use software to overclock. amd justs overvolts the cpu and it dies faster. always do it manually
like everyone else make sure to update drivers. also use CPUz to make sure your cpu isn't randomly throttling itself.
@Alryk: the phenom II line is equal to, and sometimes faster than the FX due to certain prototype "faster" kernels not being recognized by windows 7

If its anything like Intel, you should be able to access the BIOS and overclock from there. I'm not too familiar with how AMD overclocks though.
I knew it was similar, but good to know ^^ I've never actually owned either and its annoying when benchmarks aren't always available

You probably just have a computer that is running to hot, find a program that reads your comps temp and get back to us, as that's an easy reason for low frame rate.

Sounds like a cpu or gpu problem, or overheating. I know Asus rock motherboards limit cpu really low by default. Go to control panel > system and check the number is normal aka says 2.8Ghz, else change it in the bios which you can get to by pressing 'delete or F12' before windows starts.

46 is quite hot, although AMD is known for being hotter than intel
i get about 40, idles at ~20C

Uh 46 is not hot at all if that's what he's running at at load. If it's at idle, yes that's high, but idle temps never really matter. It's the load temps that are more important. To the guy above, are you referring to "Asrock" o.O? Definitely not Asus rock, XD.

Does reformatting get rid of all malware/viruses that may cause this problem? Also, is there any good way to check for hardware malfunctions?

Overdrive does a live/software based overclocked which is not actually good, just over clock it in from your mainboard.
And phenom's crush FX's btw, word.
