Problem: My computer is restarting itself(black screen to restart, no logs/error messages) when i start ACTUAL GAMEPLAY in starcraft 2. I can watch cinematics or just sit at the menu screen with no problem.
I recently bought these 4 components to upgrade my system:

Since I couldn't figure out what was wrong, I went back to my Nvidia 8800 GT card and everything is fine 100%. I spent a while on EVGA support phone line and the representative came to the conclusion it was a "bad card", so I RMA'd it and got a new one. The problem is still happening with the replacement card they shipped me.
My power supply is 700 watts, everyone ive talked to says it should be enough to power what i have. There is a program called EVGA OC scanner which stress tests graphics cards, i ran this with the 570 GTX and it also blacks screens -> restarts the computer before it completes.
I think its a cooling issue or power, but I'm not sure and I'm looking for anyone that can help or might have had the same problem. pls help!!

So besides the EVGA OC, when do the restarts happen? And how old is your Best Buy power supply?

I was having problems with my computer restarting shortly after updating some drivers from NVIDIA. It would shut off or restart or something while I was playing SC2. Before you jack around with your hardware, revert your drivers back a generation and see if that fixes the problem.

SC2 and the OC Scanner stress test are the only things that have caused the restart.. the PSU is about 2 years old. I also play LoL sometimes and watch movies.. thats about it lately.

Run Furmark and Prime95, individually and see if these stress-tests causes a restart. Please monitor your temperatures as well, you can do so with MSI Afterburner for the GPU and Real Temp for the CPU.

I'd say because it's an EVGA card, use EVGA Precision utility instead of MSI (not saying it's better, but probably best to use something from the card's vendor).
This smells like a power supply issue to me. Just a brief search showed me that Rocketfish rate their power supplies on peak wattage which is not a good measure. That plus the fact that you can get a 900 watt Rocketfish for $40 tells me it's a very low quality PSU.

So its possible for the card to increase its power consumption when under greater demand? Is it possible its just hitting a break point when I start playing games, but just under the threash hold when its not?

You know the power jump from idle to load on a GTX 570 is enormous right? At idle, it consumes like 20w which is a joke for any power supply but it consumes almost 250w under load which is probably too much for your Best Buy power supply to handle considering it's really a bad 650w unit that has high ripples.
In comparison to your old 8800GT which uses less than 100w under load.

graphics cards definitely use more power when under load then when not under load, its pretty much the equivalent of putting your foot down on the accelerator, you go faster, but you use more gas
and I would definitely get a new power supply, rocketfish is a shit company that makes crappy computer peripherals

I'll run the tests you suggested, but what would you suggest for wattage and brand for a new PSU if it comes to it? ty for the help so far

You want a quality ~500w unit such as an XFX Core Edition Pro 550, Antec Earthwatts 500, Antec Neo Eco 520, Seasonic S12II 520, or Antec High Current Gamer 520 - whichever is less expensive is a good purchase. These power supplies will provide the same power as your current shit one.

Sort of unnecessary unless you plan on doing SLI with some obscene overclocks. 650w will be fine for SLI.

I have the same problem with my computer. A few mins into SC2 and it restarts. I have a gtx 570, 950W power supply, i7-2600, 8gb compatible ram, asus sabertooth motherboard, I've run furmark and prime95, things heat up way more than they should under any circumstances imaginable from running starcraft 2. Maybe a ram problem, I don't know, any thoughts? Any troubleshooting you'd recommend?

do you have the latest drivers for your motherboard/graphics card etc.

I've played SC2 seasons 1-2 with no problems at all. I took a break when season 3 started, and decided to come back today. Now I'm having the same problem as you, with the GTX470. I'm pretty sure it's the Nvidia drivers. I've played SC2 with no problems at all before. I updated my Nvidia drivers recently though, for the BF3 beta. Besides that, nothing else has really changed since I took my SC2 break.
I'm gonna try rolling back to older drivers and see if that'll fix it.

I'm having the exact same problem as you I think.
The fan on the video card begins whizzing at max after the restart sometimes too.
I've got a GTX570-KR and similar other specs. I don't know what the problem is. My intuition tells me that my power supply has insufficient amperage on the 12volt rail coming into the video card, but I don't know. Only happens during starcraft, but for me sometimes it will happen during the menu screen too lately. Originally it just happened in game. Windows says its a driver failure after the restart but I don't think so since I've tried all the drivers (that was a fun day :\)

To the individual who said it's best to use the manufacturers software. It doesn't matter, they are all compatible. I'd always recommend using MSI afterburner beta for any nvidia reference card. It's just a better program.
I have not had these problems with my GTX 570's (Nor with a single one). I do not feel this is a driver problem. I've kept mine updated as I check every week (even got the oct 24th update on the 24th upgrading from the bf3 beta drivers) and i've played many SC2 games recently. Personally, when my GTX 570's heat up to around 80+ degrees I start to see artifacts with my tested OC. The card is hybrid water cooled and normally should NOT be reaching these temperatures under load. If your card is going near these temperatures playing SC2 you should manually set the fan speed to an appropriate level. And perhaps run some compressed air through the heatsink and give it a good clean (with the PC off of course, compressed air is flammable). This might even FIX all of your problems.
To the people with high wattage power supplies, and a GTX 570. Keep in mind the GTX 570 recommends 38A minimum on the 12V rail. I personally burned through a 500W OCZ Stealthxtreme with a single GTX 570 (It was well under this recommendation). In the future, dont look at wattage, Look at power and efficiency and definetely check out the power output graph on your powersupply box and determine whether or not it's suitable to power the card.
OP, you could always try downclocking the card slightly in MSI afterburner and/or manually setting the fan speed to 50/60% (if you think for a moment it's a temperature problem) . See if this fixes your problems. But if it's not cooling related then your powersupply is most likely the problem, and downclocking the card will probably help until you can find a suitable replacement.
