Now that basic IPS has basically been commoditized by eIPS I don't see much reason getting a 5ms TN screen. You can get same resolution eIPS screens for roughly the same price.
If you're worried about ghosting, TN panels actually don't do middle gradations that quickly. Hence why overdriven IPS monitors can be actually quite good for gaming these days; even unoverdriven IPS screens are a lot less worse than you expect in real life performance.
Honestly though, I'd cut down on the desktop parts simply because its not a particularly demanding system and dump most of it into a half decent screen. Desktop parts get old quick while a screen does not. You're going to spend 99% of the time staring at it so it might as well be decent.
I agree that a H61 board + i5 2400 is a better idea. I also think that a Capstone is not needed for such a system, especially since its not dirt cheap anymore. Something like a Antec EarthWatts Green EA-430D is perfectly acceptable I would think.

Capstone is still dirt cheap, only $5 more than what it was originally going for but yes Earthwatts would be acceptable. Though I wonder why Newegg doesn't have the newer Earthwatts yet.

Hey I couldnt see anything GPUs for the last couple of pages, so I'm gonna ask you guys. I am gettin the i7 3770K (ye i know it's not that much better than a regular i7 2600k ) with 8 GB 1866 Mhz RAM (Corsair dominator GT) along with Asus Sabertooth Z77 mobo and 850 W Corsair PSU. I was wondering which GPU would go well with this setup? I've been looking at both AMD and nVidia's middle -> high end line up. The 680 GTX seems great but availability is low and it is a bit pricey...Radeon's 7970 seems to be almost as good as the GTX 680 for my purposes? Here is a benchmark resource comparing the GTX 680 and 7970:

You're worried about price of the GPU yet you're willing to blow cash of 1866mhz RAM and a Sabertooth motherboard.
Outside of a few tasks, there isn't any reason to get anything besides the cheapest 1.5V DDR3 RAM on the market. If you aren't going Crossfire/SLI (no mentions of 120hz monitors, 2560x1440, or Eyefinity/Surround), you only need a good 500W PSU and a rock standard LGA1155 motherboard that accepts overclocking.

I vaguely remember the discounted price being cheaper than that before everyone started buying them. At that time, there was no reason to pick anything else because you'd be paying like $5 more than the discounted competition for a 80+ Gold PSU. At $65, I don't know if it can even be considered dirt cheap unless you really wanted a low wattage 80+ Gold PSU. Typically, low power/heat/stress systems like this don't really put much stress on the PSU so I can't see how its a bargain when $20 cheaper PSUs can do the job just as well without blowing up.

You obviously value your E-peen so how about Crossfire 7850's or 7870's? You have enough power and they would be generally in your price range.. In USD a GTX680/7970 is ~$500, while 2x7850's are ~$450 and 2x7870's are ~$600.

Today when I booted up my PC I noticed my network card wasn't working, so I decided to take it off the PC and put it back on in another PCI slot. After that when I booted my PC up again, my monitor would not get a signal from the graphics card, which was working fine just before. I've tried taking it off and back on again, but no luck. I've made sure both DVI ports are secured but my monitor will still remain black. I'm pretty stumped- no idea what to do now T.T

EDIT: Graphics card is an HD6850 and the monitor is an Asus 22''

You have a low end machine all around so pissing away money for nominal upgrades when you are too poor to afford major upgrades for the same price is very very silly.

Okay so now that im finally working kinda stable im looking for a new pc to play a few games on(quite frankly partying is getting kinda boring and old)
