Your best bet is to open the case side panel with the PC on and try to pinpoint it for sure. If necessary, run some CPU stress test like Prime 95 for like 10 seconds, it should ramp up the CPU fan to max immediately and you'll be able to tell by the noise characteristics.

So I've opened the case and there is no doubt it is the Phenom X2 cooler that is making the noise. Next question is if you can recommend a fix? I get rid of the stock cooler and get what instead?
My case is an Antec Sonata, dimensions 42.5 cm x 47 cm x 20 cm.
Priority is making it silent and stable. I haven't done watercooling or such before and hope for an easier solution.

Depending on your budget of course but this will run even more quiet and cool. The fan in rev 13 should be practically silent at idle. Phenom 2 actually requires a decent heatsink to run quiet, since the high tdp and low max temperature... Alpine 64 would be better than what you have now, but the change will only make it run at 2000 rpm instead of 6000 rpm during load. At stock clock, a freezer 13 on the other hand should barely have to power up beyond its lower limit on a 92mm fan, which will be way more silent and last longer.

Considering that it's one of the cheapest coolers on those lists (if not the cheapest?), the value is great, especially if you will not be overclocking it like crazy.

since we are talking about the phenomII stock cooler anyways right now i have a question also.
how do i remove the fan from the heatsink without braking anything? should i just apply some force and rip it off?
i ask cause i wanna clean it out as good as possible before i give the pc to my brother.

There are 4 screws on it, pull those out first. Pretty self-explanatory actually.

The hell, when did hard drives get so expensive? Price cycling is annoying As for a real question, I'm helping my brother build a new comp, and as for GPU, I believe the thought is that 7850 > 560 ti 448 for power, noise, and if overclocked, but stock 560 ti 448 is better performance wise? I've been looking around amazon and newegg and prices seem comparable. Didn't want to dig more than 3 pages back so I apologize if someone else already said this

KOFgokuon, anandtech has a good comparison tool, although they don't have the 560ti 448, so I compared the 7850 to a 570 for you. I THINK that the performance of a 7850 and 560ti 448 should be almost identical, since the 560ti 448 is a bit weaker than a 570. Also, as new drivers are released for the 7850 performance should improve a bit. When you factor in the better power and heat from the 7850, that seems like the logical choice.

Overclocking- To be Honest i just need a great gaming computer for SC2, and if this is something that i should consider i can, but i am again not computer build Proficient so if it is not neccesary then i wont do it.
OS-I do not have an OS but am most certain id be using windows 7 home, so no need to Point me in any direction there unless i am making a Bad choice.
Second GPU- doubt it.
parts- New egg is my source for learning and looking for parts, although there is closeby frys so if their deals are better or can be better i would Love to know.
In addition, a good monitor for reasonably cheap would be a great addition.

What do you guys think? The total comes out to about $715, so with a decent monitor I think it'll be well under budget. The one component I wasn't too familiar with is the new Ivy Bridge 3450 CPU and whether or not it is compatible with the H61 mobo. I'm assuming it is because the CPU doesn't have the k suffix, but if it's not compatible hopefully someone can let me know.

Core i5 3450 is not supported by H61 without a BIOS update. H77 is required for 3rd Generation Core processors.

Alright, that's what I was afraid of. What about the XFX Radeon 6850 at $125 vs. the GTX 560 at $150? Is the difference in performance worth the $25 price differential? Not that this would be a deal breaker, of course, I'm just curious.

The GTX 560 I have listed is $140 after mail in rebate so it would be $125 vs $140. The GTX 560 performance is similar to that of a 6870, not a 6850. The sale ends tomorrow so you will not likely see the GTX 560 on sale again for $150, especially not an EVGA. $15 difference would be worth it imo.
