Actually, the Viking is not a good design from a gameplay perspective. Having the best anti-air unit with its range be an air unit is pretty problematic. It just shuts down all sorts of options for Blizzard in balancing the game and creating other air units.

Terran does have enough anti-air so I doubt this will be one. Best guess is something to slow down enemy units to protect siege tanks. The threat of spider mines did that in BW and terran has no comparable unit in SC2. Not to mention that they need to balance terran so that the best complementary units to siege tanks would have no anti-air. That way, there's a trade off between fielding the best anti-ground army and being vulnerable to air.

It is actually a liability unit: a command center produces one every 5 minutes (automatically spending 100 minerals), and if it is killed before it explodes (like a mule), then the terran loses 300 minerals. This is for balance reasons
