I am honestly just curious about this. Would it be legal to use in a tournament also?
Is it legal to use X-Mouse Button Control?

Custom hotkeys do the same thing in principle, they are remapping hotkeys. I don't see why custom hotkeys are allowed yet that wouldn't be. Maybe because it is a third party program, but I think it would be ok. Thought I doubt MLG or tournaments like that would allow you to have programs running while you are playing like that just in case you try and cheat or w.e

If you automate anything (i.e. any sequence of more than one key, or two simultaneous keystrokes, like ctrl-1) to a single button, its illegal.

I believe that mapping multiple simultaneous keystrokes to one key is perfectly fine. You could just as easily rebind ctrl+1 to q if you so desired to achieve the same effect in the options menu. So long as all that is performed is one action, it's legal. The line is drawn where you cannot automate sequences. You could bind q to set hotkey group 1, w to group 1, and e to build marines, and it would be perfectly fine. What you can't do is have a 3rd party program such that if you press w, it will select your barracks and build a marine, because that is 2 actions.
