Yes. It was so bad at one point that one of the leagues in Korea modified their map pool to buff Orc and nerf Night Elf. They changed things like attack range, health regeneration and build time for certain units and buildings. I believe they did it because so many Night Elf mirrors in the finals were causing ratings to plummet and Orcs were incredibly weak.
