Ukraine is quite ok but their top players are just not as good as some other countries. White-ra, kas and dimaga are ok but not top level, I wouldn't rank any of them in top 10 foreigners.
Kas defeated HuK at WCG, Dimaga defeated HuK at Assembly, White-Ra won a Tournament with a 50000$ prize-pool, which neiter Huk nor Idra has ever accomplished. Not top level? Really?

I don't care for nitpicking your list but I am curious as to what South Korea's score would be under your system. Probably over 100. I don't think tossing in random no-name pro-gamers should count. Remember its not all about quantity. We would have to take ALL of the players that play SC2 in each country and then find the average skill level, and then do that for each country. Would be the only fair way. no, that's bs. What if country AAA has 200 more C-players then Country BBB? the average skill would be much lower for AAA, although they maybe have the better top 5 players If you're looking for best overall skill, that is the only way to do it... You have to take everyone into account. If you want the best countries based on top 5, then it changes. But that's not what this thread is about. Uh, that is what this thread is about. Read the title again. Pro lineup = the best from each country. Top 5, Top 10, that's what the OP wants. Not some stupid cumulative average that sounds retarded in theory and is just as retarded in practice.
Easy killer, just because you don't understand that you need to take an average of something before you compare it to something without stipulations doesn't mean the theory is retarded... And guess what, if you wanna find the best countries, it would have to be by average, not by top 3...5 ...10 or whatever.

Not surprise to see Sweden in most people view as first place. However, I'm really surprise to see China is not mentioned consistently as top 3 (and IMHO, a genuine contender for top spot)

Yeah, most people don't include China in anything, it was the same in BW. They are their own little entity, and don't really play in a lot of tournaments outside of China. So you can't really include them because their sample size is too small, since nobody know how good they really are.

When they make themselves known to the rest of the world. They stick to their own tournaments mainly, and nobody knows how good they really are.

That was online. Offline they got demolished at IEM China, but made in into the final of WCG. Nobody really knows, how good they are.

China is strong, definitely, but I wouldn't look to that tournament for statistics. There were some upsets in that tournament.

On the topic of China... There are at least 3 Chinese players in the top 200 of the korean ladder that I know of, and maybe a few that I don't under smurfs. Xigua is consistently top 30 GM in Korea.
There aren't many pro players in China, but the ones that are pro are definitely capable of making Code A.
For reference, Destiny is 150th on Korean ladder, Naniwa maxed out at rank 6 and is now rank ~50 due to lag with his setup, Sen is ~40, Jinro is ~50, Stephano is ~20-30 when he plays. This is definitely not be-all end-all, as ladder really doesn't show who is going to win tournaments, but is without a doubt the best gauge of average skill and consistency that we have.
Speaking of Sen, I don't understand why no one even considers Taiwan. Taiwan has a bustling scene with, Sen Hui Slam and a few others consistenly within top masters in Korea. Even luway, an amateur female gamer, placed in NA GM in season 3 with a ladder record of 70-10 or something like that. Taiwan has 5 teams in the pro circuit, with many members fully capable of surviving in Code A.

lol @ ppl sayin USA... unless you consider Stephano as an American, there is only Idra who is a good american player !
Sweden seems kinda obvious as the best after Korea (Thorzain, Naniwa, Sase, Sjow, Jinro, Morrow... scary !), then I would say Germany, Ukraine, Canada and France
