The oracle scan ability thing only detects burrowed and or cloaked units in a radius, and you have to have vision to see them.

Seriously? How can you even compare 100/350 Arbiter that is tier 3 unit, with unit that don't even need gateway(or does it?) to be built, and cost 50 gas. Yes it is slow, but still, if you don't notice it, he will recall all units in your base, and just forcefield the ramp with Sentries.
Now, not saying it is OP or not, people didn't play a lot and probably don't know how to deal with it, it is just that you compared the Mothership core that is tier 1 unit with tier 3 unit in SC BW that is COMPLETELY different game btw, and you are like "nah, it was fine in BW, it is fine now".
