First it is not. I worked in a prison for some time and believe me it is not fun at all beeing their even as an employer.
Second you have to keep in mind how the german law system works.
The main target is not to punish someone it is to bring someone back to the community, to "resocialice". The prisoner keeps almost all of his rights including information (a news paper or a tv), the right of beeing able to do something (read, work, talking to other prisoners). He will also keep his right to vote for example (there are exceptions on this). The only cases were this is different is for misconducting in prison or if it is necessary to protect the comunnity (like repeat rapists, murder or something like that).

There is also a pretty high chance that he will be a "Freigänger" after 6 months which means that he is "free" on daytime and has to return to prison for the night. There are different versions and condition with this.

So if someone like Hoenes who didn´t hurt anyone, with a family, most likely a job, high chances of not breaking the law again and a very good social prediction the german law system will try as hard as it can to get you out of prison as soon as the law allows it.
This has nothing to do with he being a celebrity, this is just how things like that work in germany. And it is not bad to do it this way in my opinion.
