Try Android:Netrunner. It's a LCG, so instead of buying booster packs with random cards you buy expansions with known cards. Each pack has a full playset of all the cards it contains (except the core set, annoyingly enough). It's also really brilliantly designed. (Still moderately expensive - $30 core set, $120 for all the expansions)

Yeah, there's a lot of deckbuilding. Even with just core set you can deckbuild a fair amount.

I think the complaints were coming from the fact that, other than Scarlett, the NA scene is a joke. There are no Open Bracket MLGs or IEMs or anything, all they have is a tournament where they face GSL level Korean in the first round. Blizzard gave their reason that NA players will improve with the increased competition, but playing one match in a tournament every couple of months is definitely not going to do anything to help them improve.
