Looking up on it, apparently in a lot of European countries it's illegal to wear a mask while protesting or demonstrating, "so that the police can identify you", including countries such as Germany, Switzerland, Spain, Sweden, etc. Canada apparently joined this list in 2013.
France appears to be the only country where masks as a fashion/cultural thing are just banned all the time.
