honestly I think it's a bit of both. foreigners are certainly better then the last few years but it's undeniable that the skill level in the korean scene is a lot lower.

Well, if the goal was having foreigners win more against Koreans, does it really matter if foreigners got better or Koreans got worse? The result is still the same. So I guess it did work if that was the goal.
