If you want to resume from replay, you would have to restart from the point where the timer started, everything else wouldnt work.
The regame is the right decision, strange activly accepted that the timer run down and didnt force it.

If players were aware of the timers then it's a tie and a rematch. This is not a time for admins to ponder about rules. Fuck, I wonder if Strange is capable of pulling himself together for one game still :/

The timer in those scenarios is super in favor of terran, but you can't go back now unfortunately

There are conditions for draws built into the game. Polt played to those conditions. He made it. It is a ladder mechanic. It is not in the tournament rules either. Win condition is: Kill all enemy buildings. The game was won and Strange would have won with 2 more minutes.
Polt had no chance to win anymore. Stalkers were all up on his marines, he was about 5 seconds away from losing his last units.
But if it isn't specified in tournament rules then the ladder mechanic becomes a tournament mechanic. If the timer showed up correctly, it should be replayed.
