They were 100% aware of the game timer/ draw timer. Calling it a tie and a rematch is 100% the fair call.

It's not a bad decision at all.
It's a game of Starcraft, there are win conditions and stalemate conditions. Those conditions hold true regardless of whether the game is on ladder or whether it's a tournament match. please..
Strange was too indecisive to take the game where stalemate conditions were setting themselves up.

Wrong. Strange didn't win the game, was aware of the in-game countdown timer, and didn't kill the final building in time.
