It's not a bad decision at all.
It's a game of Starcraft, there are win conditions and stalemate conditions. Those conditions hold true regardless of whether the game is on ladder or whether it's a tournament match. please..
Strange was too indecisive to take the game where stalemate conditions were setting themselves up.

Strange was ~20 seconds away from winning, and then ran out of time because of the draw rules for the LotV ladder.
Some people feel like Strange actually won the game and should be rewarded the win.
Some feel that the rules of the game all need to be obeyed.
A lot of discussion on whether practically winning should overrule SC2 engine decisions for the ladder.

Yeah you can't award it to Strange because they were both playing according to the timer, so who knows what would have happened if they didn't have the timer from the beginning
