It's not shutting him up. He's free to stream whatever he wants. It's removing an endorsement of his content, which is what I consider Featured status to be.
I don't think featuring streams on TL is the same as endorsing the streamer. At least, that's not the purpose of the Live Streams index for me. It's more a comprehensive list of who - significant (featured) and less significant (unfeatured) - is streaming.

Removing Avilo from the featured list seems like a perfectly reasonable measure to me. It would not be the first time someone has been removed from the featured list because Teamliquid believed their content was detrimental to the site and scene. Avilo qualifies. It's not like his stream is even good enough quality to be featured anyway, I guess the ad money wasn't enough to buy a proper microphone.
