It is not matter of years, its matter of culture. I learned English while reading books, watching TV and playing computer games. Its because we don´t insist on everyone else knowing Swedish, since it is futile and retarded.

I met a korean on a cable car ride (he just came back from military conscription) and can speak ok-ish english

Most children start to learn English somewhere during primary school. I am guessing the reason you see a kinda low English level from these pro-gamers are because either they didn't focus enough on school shit and played games instead, or they are just shy and insecure about their English to speak it. Normal students that I have met speak pretty well for a country who does not have English as its primary language.
