Accuracy. Competitive Pokemon player here, if you're running a sweeper that would OHKO things it wouldn't 2HKO with Surf, Hydro Pump can be okay, or if it's something that learns Hydro Pump but not Surf (ala Rotom-W), but other than that, only 8 uses and shitty accuracy means Surf > Hydro Pump. Also consider that most Water types are bulky so the extra power doesn't mean a whole lot.

Since they're both water types, wouldn't it be more sensible to compare bite vs body slam since they're moves both pokemon learn naturally.
