Moonglade is not top tier yet (sorry Mr. Bitter), but he could become that.

Everyone who watches SC2 knows that HT's have been a viable option for months and that ghosts are not an insta-counter. actually HT's have been used vs terran bio since beta, but w/e. ghosts were made cheaper(gas-wise) a few months ago, so there have been a lot more of them.
Terran MMM+Vikings is not really that gas heavy, you see even Top Korean Terrans float 1k+ Gas in TvP quite often, the increased usage of Ghosts has nothing to do with the Cost changes. Ghost/Mech TvZ is another story tho.
