I think it would be ridiculous to seed in tournaments that are supposed to determine seeds; let's say two unknown but extremely skilled players have to play against each other in round 1 prelims - that's not fair either, but hey, that's life;
some seeds, in fact, must exist, otherwise it wouldn't be possible that so many top players can advance in the first place (probability of some of them not playing against each other would be extremely low)
