CONGRATULATIONS to SETH (Somebody114) for winning the RISING Cup #1! Compliments to finalist Alou too, although his cannon rush cost him the series.

Update: Because this is my first tournament, there are still a lot of things I am confused, or not that sure about. I think what will happen now is that we will hold a test tournament on Aug. 28 without a prize, and then the real tournament on Sept. 4.
This will satisfy both your eagerness to play (as demonstrated in the polls) and my need to test things out. No one should be discouraged though; Although it is truly a test run, RISING Cup #1 will most likely now be held on Aug. 28. I hope everyone can make it! GL HF.

I am trying to organize a Gold league and below tournament to happen in the next week or so on the NA server.The thing is, there is a lot of information I need before I can get some of the things set up. Because this tournament is for the community, I wanted to give everyone a chance to contribute their ideas before things like the name, casting, and event times are finalized. Therefore, this thread will serve as an organization post. With enough input, a new thread could be created, or the admins could be nice enough to change the title of this thread for me.
As far as I know right now, the tournament will be held on a single day either this weekend or the next. Depending on interest, it could range from a 16 - 32 - 64 player tournament. Rounds will start off as Bo1s, then move to Bo3s, and then a Bo5 for the finals. Results and replays will be emailed to RVRstarcraft@gmail.com for progression.
For the first tournament, the map-pool will be ladder only, with losers picking the next maps. Players have a chance to veto a map before their opponent picks. In the future, I would like to feature some player designed 1v1 maps. As this is an opportunity for the lower league players, it can also be an opportunity for good mapmakers as well.
There will be a possible $10 $20 prize (thanks Gunz!), but this is still being sorted out. In any case, I encourage everyone eligible to join!
I am currently looking for: Casters to stream the event. Ohaicami is currently signed on, but the more the better. Artists to design simple banners. Sponsors to fund a prize! Any donations would be sincerely appreciated.

People battling it out in balance threads might disagree, but I believe that the newer players have something to offer the community as well.
This haven has supported me when I just started out, and now I want to give back. There are way too few lower league tournaments out there. Newer players have no chance in the open tournaments either, as they are filled with Diamond and High Platinum players.
I believe that a tournament like this will encourage players to improve, and provide excitement for everyone as well. There are definitely people out there who aren't that good, but are eager to learn and improve. I solute you.
I put an introduction to myself at the very end, because it is truly the least relevant. I have been playing BW since 2002, but have never gotten too good at it, or taken it too seriously. After entering the SC2 beta by winning a t-shirt contest, I have set my goal to becoming a solid, consisted Diamond League player. I started out in the bronze league (back when there was a copper) in beta, moved to silver when the game was released, and am now in platinum.

Haha that'd be great! Yeah, this is my first time hosting a tournament, so I'm just putting a little bit of my own money in there for incentive. I feel like some players, even looking at a "gold and below" tournament, may be a little intimidated. Anyways, it's a good amount, considering how some open tournaments have no prize money!

Only thing I would suggest is that it span over two days, since I doubt everyone will be able to play at the designated time that it would be. I personally can never make it on Sundays, and this upcoming Saturday(8/28) is also unavailable for me.

The thing is, spanning it over 2 days would mean that players would have to be able to play at 2 different designated times as well.
For example, if the Ro32 and 16 were on day 1, and the Ro8 and onwards were on day 2, players would 1) still have to be free on the first day 2) now have to be free on two days.
Also, since most people voted for this Saturday, that is when the tournament will probably happen. Don't worry though, we'll have more on the way!

This is a good question, and someone else has PMed me about it already.
The tournament rules are clear: you must be under platinum upon registration. Therefore, I do not have a fair right to remove you from the tournament, and you may participate if you wish.
That said, this issue does concern me, as I am looking for players who are "gold leveled and below" rather than "gold league and below." Indeed, players like you will probably have a higher chance of winning. In any case, how can I check that players are "gold leveled" in addition to being "gold leagued?" Do I look to see if they have a close win/lose ration? I don't know, that feels pretty foolish for me.
In any case, this tournament will remain as it is, but we may see fit to change it in the future. Thank you for bringing up the point.

I can look at their recent opponents' ranks. However, what do I count? Do I only count wins, or losses too? What about players who have opponents from all over the different leagues? I know I've played people from all 5 leagues in the last week, for whatever reason. In any case, I don't see an efficient way that I can check up to 32 players' records.
I guess I should ask people for their races huh? That said, it really doesn't matter because you're still going to need to play them, you know what I mean? Finding out when the brackets are released vs perhaps 10 minutes before your game isn't going to make a big difference. I guess you could go off of avatars if you're curious But yes, it is a good idea.

Yeah it's a bit trickier limiting how good players can be for tournaments rather than picking from the best. I suppose league and w/l ratio would be your best bet. Say Gold or Lower with maximum of 60% wins for example.
Well with more inexperienced players, some players might try to pull a fast one and change their race at the last second. The other player could not notice and be put at a big disadvantage. It doesn't really matter to me though, I play Random.

Do you guys know of any casters that might be willing to cast the two events? Casters would mean more audience members and a sponsor (already in dealing), which would mean a bigger prize pool later on!

Since you asked for feedback, my one suggestion would be to have every round at least bo3. That way nobody's tourney experience is "lost to one proxy inbase, and done".... prob makes it less likely to be determined by chance. But take that suggestion with a grain of salt - I've literally never played a tourney before 
I like that you're using the ladder maps, since we're all familiar with them.

The Ro32 will probably be Bo1, The Ro16, 8, and 4 will probably be Bo3, and the Finals will be Bo5.
The purpose for this is two-fold. One, the tournament will take much less time; it might get late for those playing on the East coast. Two, I have less games to cast on youtube (hehe).

Hmm to be honest I have no idea how to set up an IRC T_T.
Anyways, I figured how it would work was you: - see who you play in the brackets - email me the results and replay - after results are confirmed, I will contact you through b.net about your next opponent - once a lobby is formed, you will notify me, and I will give you the go ahead to start (the reason for this is that I might want you to wait a minute or two for a caster)
That being said, we really really need a caster right now guys!

This is how ive done it in previous tournaments and its pretty easy. everyone meets in irc, you tell us who to play, we meet up on bnet, we play, and if everyone is trustful they tell you who won and lost, usually people dont try to make a big deal out of that unless they are a douche. Also, instead of replays for confirmation you could just look at the match history on bnet and you can deduce from there who won.

B.net chat channels indeed... >< One thing B.net DOES have is "invite to chat," so we could have a lot of people in it at the same time. That said, I don't actually know how many people can be in the chat at one time.
The reason I need replays is because I will be casting the games on Youtube. I will not actually be observing any of the games, except perhaps the finals, because I want to be easy to reach for all players. If we get a caster, he will be observing of course.

Oh alright, I thought you were only casting the semifinals and finals but I understand now.
IRC isnt necessary, but it would certainly speed up the tournament and make it a lot easier for you to organize.

The first tournament will not have a prize. I trust people on TL in general, but it will be up to their opponents to take a quick peek into their match histories and check that nothing is overly suspicious. In any case, it's actually pretty hard to move from league to league within one week, massing losses or not.

Your poll lists preferred times to play, in PST ("Pacific Standard Time"). However, the US is currently on daylight savings time, so it should say PDT. I mention this just because it could pose a problem if people are using converters and/or live in a place that doesn't have daylight savings time (such as Japan).

Huh true enough. I didn't think it'd be a problem because its on the US servers, and everyone participating is probably in North America. That said, now with streams and everything, it's a good point.
To be frank, I didn't know if it was PST or PDT. I don't know when it ends, I don't know when it starts. All I know is that I lose an hour of sleep one night, and I get it back half a year later.
