Electric fields of high fieldstrength require a charged metalplate as beginning and end. Theres no need to be worried, unless you allow the baddies to sneak up on you and covertly setup infrastructure, including metal plates, a massive battery and some wiring behind your back. | ||

You see, the earth is actually one giant capacitor. There is a large difference in charge between the ground, and the upper athmosphere, where cosmic radiation ionizes particles. I know you somehow managed to turn the implication that one can cause cell damage with electric fields into one that lightning-tier voltages can sneakily travel to your head through electrical devices so I kinda lost interest.
