What kind of player points out a player they view is scummy and then calls them third party, instead of scum? The only reason I can think of that would make zealos not call Dandel scum, would be if he was scum himself and knew dandel was town. If that was the case, than a third party dandel would be the only explanation, but that isn't the first thing that comes to mind as town.
