There's no reason not to open one for signups after XIV is underway. Most players die before game end anyways. It won't start before XIV ends, don't worry.

I beg to differ.
A newbie can be turned away just by seeing that sign ups are full. They can think it will be "weeks" before the next newbie is up and be impatient.
I would say it is wiser to have always exactly one newbie game taking sign ups versus limiting them in any way.
As in, the moment one fills, the next opens for sign ups.
