I dislike the wording/phrasing used. It implies that other NA teams are not improving. That's an idea to me that seems far-fetched. Maybe I am not explaining myself properly, because I feel like I am repeating myself.
The idea that c9 are #1 without improving cannot be possible. To stay at the top as they have means they are definitely better than the other teams(who are improving as well), and so c9 is not at a stagnant stage. The rate of improvement is what probably should be used instead for what you want to discuss. If they were in KR, it might be possible that they would improve faster overall, but that's in a vacuum and pretending that social/scene changes are a non-factor.
As a final note, I want to point out that CLG tried the whole blind move to Korea. They definitely did not adjust properly to changes there. Their rate of improvement was not enough as seen when they came back to the NA scene, they could not win against TSM in tournaments.
