They just have a much higher tolerance for what constitutes "bad behavior" and its almost always reserved for talk that is negative toward game result, not people.
"We're going to lose" is much worse to say on the sideline than "Get your ass back up and stop fucking around"
but in league it's kind of the opposite. You say the former people just go "no we aren't" and move on, you say the latter and you get called toxic.
It's just a difference space with totally different customs and competitive culture. Though in sports you generally have an authoritarian leader who can remove you from a match and replace you if you are fucking about intentionally, and it's generally assumed that in 100% of matches the players on the field are trying their best and wanting to win.
None of those things are true in league. some people go into "its just a game" mode, even in ranked. there is no coach that can pull a feeding player and replace them, and sometimes people just dont care about winning or losing and just do what THEY want because it's not what the TEAM wants. and they dont value the team. Some of that is because the game tries to rate individual skill based on team performance, and some of that is just because matchmaking means you aren't playing with the same folk game after game.
And some is that everyone has their own egos and no one checks them at the door in league. If a player is sucking and someone who isnt tries to correct them, it's "toxic" no matter how it's phrased, when it's leadership or mentoring in sports. And thats down to ego vs ego problems.

rest of my friends got 1, but they've barely played any games where honor counts (non premade 5s) so I'm pretty sure as long as you haven't been reported you get 1 even if you didn't accrue any honor

Not really, I've had "highest honor" once and the rest of the time I'm shitting around norms with my friends and we're honoring each other. I doubt I have abnormally high honor and I'm only level 2.

a friend of mine suggested that a reporting screen similar to the honor screen should open for the losing team and after that you can honor someone if you wish so :-))))) kind of reversed opposing to winning the game and as bullshit and joke that is, I found it pretty hilarious coz probably this is what the majority of league players would really like to see xDD

Reporting should be available in champ select, during the game, and postgame. That much has been clear since 2011.
