Hm, yeah, I may have misread that. Although I think my points still apply because it means that people who used to get chat/ranked restriction will now receive bans instead.
What would give me much more confidence in the system if if Riot disclosed like 10 chatlogs that the algorithm ranked as borderline of banworthy, then give explanations why set A is banworthy and set B is not.

It hasn't, I was going off my memory of the %s before it got disabled, which never have been very high.
Plus it was only 2% of the player base that got punished in any way, IIRC. The number of punishments that actually resulted in bans were an even smaller fraction of that.
The vast majority of shittalkers suck at the game, in my experience. Leads to overconfidence, solo feeding, tilt, so on, so forth. That happens more even when I'm particularly asshole-ish

Sure. but my analogy is flawed in that there aren't nearly as many players throwing slurs relative to the playerbase as there are clubs in a deck of cards. Really we're talking about taking half a card out of the deck at most and you're worried about drawing the other half more often.
Moreover, I'm not sold on the argument that people who go "hurr durr toxic" really have a greater negative influence on the game compared to people who engage in more standing flaming/epithets. If you personally take deep offense to that and go on tilt as a result I understand that's sucky, but that's how other people feel about the slurs/misogyny/flaming that you casually write off. Try to have a little empathy.

I am just speculating how many people will get banned from seeing some of the report cards and legit that is the average of at least 1 person in EVERY game in my experience.
Before the bans given out were definitely too few though so this might help but as I said it will just change the way people flame.

Is there a consensus worst region for toxicity/rage at the highest (challenger/high masters) level of play? I've heard EUNE is bad, but haven't really heard much of player's bans from that particular region. I know all of the information will be speculative because toxic players are on a sliding scale not a []Not toxic [x]Toxic basis.

Second, if that's really the case then either nobody will bother reporting anyone else because everyone recognizes it's just banter, or there's actually significant number of people on EUW for whom that banter is hurtful and you'll have to deal with finding a new way to banter that doesn't result in collateral damage.
So really, either it's much ado about nothing or you've been unintentionally causing problems for people (and thus indirectly yourself since you're reducing the quality of their game) and stopping that helps everyone.

The point of Ansbiled's post is that history of reporting proves that receiving reports is easy and doesn't require anyone to be hurt.
