I go Q lvl 1, E lvl 2, W lvl 3, then R>E>Q>W. Starting spellthiefs, 3 health pots, 1 mana pot. Rushing sightstone and mobi or sorc boots (mobi are generally better i think), then depending on what is needed. Usually Mikaels is the first big item. If I want to do a bit more damage I'll get Void Staff. I'm not totally sure about runes. Depending on lane I run one of these two, with the first one against more magic dmg heavy lanes: 1) armor quints, hp yellows, hyprid pen reds, 4 manareg blues and rest mr blues (One of the most standard support pages) 2) 2 armor quints 1 ap quint, hp yellows, hyprid pen reds, ap blues (One of the standard Janna pages) Masteries: 0/16/14 or 0/9/21. You could also go into the offensive tree for expose weakness, but I generally like more defensive masteries for stronger early game trading. Edit: I checked the guy you linked and it seems legit. He goes movement quints, mobi boots and talisman and wins by catching people out with his insane movement speed and stun. Most people run movement speed quints on Veigar mid and it is pretty good, so I can definitely see this working for support as well.

Also hybrid pen reds? For quints, you don't want MS? Cause veigar is pretty slow dude.

LOL I'm in the opinion changing business, one at a time I actually don't find Vi to be strong in general at all. I think she can work in a really hard engage comp if there aren't any champions on the enemy team that counter her, but she's not someone I'd ever pick early unless weird bans.

Played and saw him played a couple times and he kinda feels like a better version of Sejuani.
