Define "Effectively get". As its stands I am running 15% from runes and 5% from masteries, which I really dont mind considering that starting the game with 20% cdr and 23 ap is reasonable to me. I did it because someone here suggested that having a second laser per wave would be enough for turret defense, similar to what syndra has, and I agreed. With blue you sit on a 6.4? cd Laser which should be fine, and a 7.9? cd laser with out it. Thats reasonable, not Syndra level but reasonable. I think it has some potential. It should be fine killing waves especially with the minion health nerfs which should make aoe clearing really strong.
And honestly 15% cdr is far more valuable to me than 43AP at lvl 18, or 20 ap at lvl 1. Viktor has relatively high base damages and only 5 itemslots, which makes getting cdr items tricky when you want that lich for 1.0 ap scaling+ base damage attacks.
Again, playtesting is required. Viktor mains seem to run MR glyphs for trades because of his range and I need to see how relevant 20% cdr is early game . Its at least a fun little experiment.
Also cho jungle is going to be a thing, really soon lol.

Its gold efficiency in stats that matter are not enough for me to want to get it as Olaf. Extra mana is nice, but if you've already got another item with mana (Frozen Heart/Triforce) then you're essentially spending 1000 gold for the active and passive since the mana's actual worth is no where near what it would be in a vacuum. That's a lot of money to dump on those, since its trading away 40+ armor or magic resist away for that.
Then you factor it has to be completely built to get the active, and you're probably going to want to get one offensive item at some point... where do you fit it in a build? Like a 5th/6th item maybe? If someone else on the team gets it great, but I'm not really jumping for joy at the prospect of building it.
I'll probably try it out at some point, but considering the other factor of the equation is that once you're on top of someone you have to live long enough for it to matter, I'm not expecting to be blown away.

From a wave clearing perspective? You would need like 3 seconds of CD on your E. From a team fight perspective the 15% is probably more than the 27 AP at level 18 (assuming just scaling CDR blues is 15%)

I think more so for liss. Whenever I played Liss I always felt I was always barely short on damage to kill someone. So the rise of popularity of morello as first buy has made Liss strong enough to 100-0 people.

Liss could rarely ever kill somebody even on levels with just QWER+ignite+autos. You'd almost always need a second Q to kill. Morello's does two things for Liss
- Ult CD. Need this to kill people who aren't stupid
- More Q's, and enough mana to spam Q's. This pushes people lower in health, and people who eat two or more in a row are generally candidates for getting blown up.
grail being shit also helps.
- Liss wasn't an athene's user to begin with
- byproduct of s5 changes is that mid assassin's are back...most of which got soft, if not hard countered by liss even in S4.

I wouldn't get righteous glory in lane, but as a jungle item on champs without a gapcloser it's purdy daem sweet.
On another note, watched SickMotion as top kassa vs a hermerderper. He destroyed lane, but still lost 3 towers and got 0 because hermer put banner of command on cannon minions. Ap champs cannot even touch em, must try :p

I like that there are several buffs to try and bring back champs into competitive that have fallen out (e.g. Yasuo), but can some other champs that haven't been sighted in years get something too? The shining light in this patch has to be the small amount of attention given to Cho and Galio. More of that please.
That Ahri skin is trash. Why give her another skin and do a terrible job?
