Not really, if the face were of an actual human being I'd be most satisfied with it. It would be her old splash's updated version. Almost the same, just prettier. Giving your snowflake a new box is fine, shitting on it is not.
edit: though her face is still better than people pretending to know how to itemize her all of a sudden. That doesn't say much though.

That's only there for the person actually playing the hero. Everyone else identifies the hero by the icon. Even the person that picks the hero identifies it by the icon. The new splashes all have hard to read icons so if you want to lower the confusions then you could just keep the old icons that are already linked to that hero in people's mind and change the splash to the new ones for people that like eyecandy.
Wouldn't people eventually get used to this much more prettier splashes? Pretty sure they would.

No need for "new lore", Janna's lore plain said that she became changed by her powers and a bit more than human (implied to be closer to elvish look).
Her new splash is still worse than the current one though. Not necessarily by much, but more in a "Why did they feel the need to change it?" sense.

Polishing it up wouldn't be so bad. Compare them, they are almost identical, the new one just looks... newer, that's all :D Then you see the head and you wish the skin you choose would be your minimap icon instead.

I don't understand what you guys think is wrong with Janna's face. It isn't the perfectly proportioned plastic barbie face that so many female characters end up having (which makes them all look identical), but there's nothing wrong with that, and I can imagine a real person having that kind of face. It looks different, but not bad.

It's way too old for her. Yes, I know there are people who have faces which makes them look 20 years older, but there are also people with acknes and whatnot, but if you are making an avatar for a video game character, I'd prefer to not be so down to earth.
