It depends on what you're doing but yes. Multiplying it out is the essence of hourly charging. Yes, i know that many people charge higher than a monthly rate to cover for the fact that they are not working all the time. I also know that many people charge lots of money because they don't want to do something. And i know that many times you wont charge for prep work. That doesn't change his supposed full time rate.
I mean what, say you pay him an actual reasonable full time salary of 4000 a month. You would get a half a week of services from him! He says he worked 12-14 hours which is about 2340 to 2730. If he was expected to work a day and a half a month you would be paying him 28 thousand dollars a year!
And its clear that he wanted to charge for his prep work since he is "estimating his time at 12-14 hours"

Udyr also sucks at ganking. He is a jungler because he can powerfarm, take dragon easily, and towerdive (partially because of the levels from powerfarming).

you have people not pay other people everywhere. For example at work we dont accept any contract from certain parts of the Eu like romania, because youll just end up running after your money.
Guess in league you have this a bit more because on the one hand there are those amateurs that just really liked playing games and on the other you have those leeches who just want some of the money Riot is spreading around.

Already answered right below you but not fully: while Udyr moves just as fast Garen he can keep the speed up for long enough to actually get to you, has a fast attack speed steroid to keep red buff on you, and a stun.

Yes, he acted poorly in that he didn't have a contract and didn't document the amount of time properly. Really though, that's not the issue. Who cares if he's one hour off when he's willing to settle for much less than the actual amount owed? The point is that they are (or were) not planning to give him ANYTHING. THAT is the issue.

Yeah as much as I'm sure LS could have handled it better, reading it it does sound like he's actually the victim here.

From reading the posts in the reddit thread, definitely seems like ocelote is in the wrong and LS is in the right. LS apparently provided a bunch of proof like skype logs, etc., whereas ocelote hasn't really done anything similar besides talk shit about LS.

As for oddball junglers, some of the mages can also work well in the jungle. If memory serves I tested Vel'Koz jungle when he released and it's rough until you get Spirit Stone, and after that it's pretty good. Gank wise it's pretty meh, just because of how slow you are, but the Q slow and E knockup are also kinda relevant/good.
