Honestly, the thing I see about NA soloq being the "problem" is actually the pro players themselves. There are plenty of players who try hard in challenger, but in the pros only Wildturtle takes it the least bit seriously (although he goes a little ham sometimes, but you need to in SoloQ to try to press advantages). Support players seem to also be semi-serious, but that seems to be because its a great time to play the "fun" roles.
On the other hand Dyrus, Voyboy, TOO, etc just go ham full time, like even doing goofy lvl 2 or lvl 1 all-ins vs. a Darius. Or they act surprised when a gank happens when they do said All-in. Even worse is the CLG lineup who all seem to think it has no value at all.

Makes me so sad, since they were a favorite for the promos. Now there's no guarantee for a fab team in the LCS, since TBD doesn't look stronk enough (and Arthelon's inconsistency plays into it), and ggLA hasn't been the same since Crs poached Quas (even if Otter/Nydus are doing fairly well).

Cruzer for Dig top lane...well, it'll be better than KiwiKid (who just didn't pan out after a what was a great opening to his tenure). I honestly haven't heard much from him since Legion disbanded due to organizational issues, and after he wrote his Top Lee Sin guide.

Cruzer is pretty terrible lol. My friend dkbnet and I were also asked to try out for dignitas but we have school 8]

Although this is based mostly on Season 2 performances, but I think he's still pretty solid.

Dignitas now my #1 pick to be in relegations next LCS split. Scarra and Cruzer in the solo lanes and Crumbzz in the jungle.... I can't think of a weaker combo in the LCS/Challenger teams. Like even Complexity with Megazero/Prolly/Ninjaken is better than that. Mindblowing

But tbh, there are alot of great NA ADCs that aren't seeing LCS play. Robert has a chance since TBD are in for the Challenger Promos (his team missed out last time because he got amnesia), but TBD looks shaky.
Meanwhile, NA competitive's top lanes, jungle, and mid lanes could use an upgrade, but there's generally been a pretty narrow pool of candidates, compared to the great pool of bot lane talent.

Scarra and Crumbzz performed well Spring (even Kiwi did decent), but after nerfs to their champs, or general meta/game changes (jungle changes in particular), Dig just didn't adapt well. Even Patoy/Qtpie, whom were probably the best bot lane NA, lost their luster (Patoy was still pretty damn consistent in the Summer, but you couldn't consider him inarguably the best NA support anymore), though it may be part of Qtpie apparently shotcalling from ADC (very unorthodox). Crumbzz went from being pretty much an early game core to their strengths to pretty unreliable, etc.
I honestly feel Dig's problems lies in teamwork and coordination (also, meta changes/nerfs from Spring to Summer hit them hard). And questionable throws. Really questionable throws.
I'll reserve judgement on who will be in relegations next; it'll depend on how well teams adapt to the new S4 meta (which probably favors C9, given their style of play).

One of the reasons KR SoloQ is a REAL avenue towards going pro is that players are actually kicked off their teams. In NA, they're all just buddies playing together and without proper team infrastructure (I know NA has "managers" and "coaches" too, but they're often just friends of the team as well), it's much more difficult to simply remove the weak links.
