She's alright, i really liked running her as support...until a wild Zyra appeared. She's slightly different but still a poor man's Zyra imo.

That's a pretty good way of putting it. There is almost never a situation where Lux will be more effective than Zyra/Nami/Sona/Janna/Lulu. All of their kits provide more utility and are more effective in the late game.

So can someone objectively tell me what the problem with EUW servers are? I hear about it all the time on reddit, but it seems tad exaggerated. Have people been having consistent problems for half a year?

It's exaggerated as per the course on reddit but not that much, servers going offline and queues being disabled happens on a near weekly basis so people have become understandably a tad pissed.
It seems that it can't handle how large EUW is over the weekend

If you lean how lane control, minions and auto-attack harass works then you'll have a good foundation to start with.

Well at level 19 obviously not, but in ranked getting pinks enables you to let your jungler gank your lane and it also helps to keep brush control, especially when you are playing someone like blitz if you pink the brush where you are standing in they can't see the hook coming.
