This is true. Corki used to have one of the most fantastic mid-game times thanks to the power of triforce/sheen burst, phage slow, and his strong burst damage kit. The nerfs to his mana, the nerfs to triforce all added to his decline. The nails in coffin, really were the league of brusiers, and then arguably even worse league of assassins. Having your power curve peak at the that time point when there's so many champions in the game now who peak at the same time and can subsequently one shot you is really quite crippling.
Additionally, picking a champ who peaks at midgame, but no longer dominates his lane in either a 2v2 or 2v1 situation (considering graves, varus, draven are now in the game who crush him, in addition to the resurgance of cait and mf) is pretty unwise most of the time

No, Corki's fine being strong at that timing. People just need to work out a route of itemization that works out because obviously blindly rushing Triforce/BT doesn't work anymore.
There are a lot of good options for him that haven't been explored fully. Cleaver, Gauntlet, and Elder Lizard all have good interaction with his kit, for example (because SotEL is bugged to apply on Area DoTs, both Valkyrie and Gatling Gun apply it on every tick, in addition to Phospho Bomb and Missiles).

It's not a bug, SotEL doesn't trigger on DoTs, but the spells you're thinking about are periodic damage, which is different (normally Mordekaiser's W should trigger it too for example, but not Sunfire because it's not a spell).

Corki with BC is pretty hilarious. Assuming you can stay in range of whoever you're attacking, he melts absolutely everyone.

A red/white/blue or blue build Corki work pretty well, but having to sink 700 gold into Tear is hard. Plus, you can just play Jayce instead of Corki.

(OT, well, somewhat, damn. Still in the process of reading, and apart from updating the guide being a bitch because of how he did it, gotta give props to the raw amount of time he must have dumped into it. I remember when writing the Vi guide that content isn't all that big in the end (unless you go into complex stuff like advanced match-ups/playstyle) but formatting really takes a lot of time, with pictures and links and stuff. This guide pushed it so far, I'm appalled at how long it must have taken Atrioc.)
