The idea with Jayce is that he's not exceptional in either form. He doesn't have the steroids to hard carry as an adc, and if he builds tanky enough to survive in melee he does very little damage. The reality is that his versatility, disengage and insane poke more than make up inherent weaknesses in his kit and lack of ult.

They basically indicted a guy who had been missing from university for several months (there was no evidence, but he was brown-skinned and that was good enough for reddit), which led to redditors harassing his family through twitter and a facebook page set up to locate him. The FBI ended up releasing photographs of the two suspects because the online speculation was getting way out of hand.

I dont feel personally that Jayce needs to fulfill all roles like being an adc or tank, but more to your second point that his kit currently feels too complete because he has many of the tools that other champs would lack and be considered as "their weakness". Jayce is played mostly as a dps/bruiser, but his kit makes him one without any (apparent) abusable weaknesses that I can think of other than he's a bit squishy and cant heal.

so pretty much just like any ADC, except instead of dash out he has a knockback.
the other thing is that his combos require stance changing, and there's a window to take advantage if you catch him stance changing at the wrong moment.

Meanwhile some police officer was casually browsing reddit and casually said over police radio "yeah they (meaning reddit) say their names are so-and-so" which led to the police scanner people on reddit to yell "CONFIRMED SO AND SO ARE THE BOMBERS" leading to a front page NY Post saying that those two people were wanted by the police, leading to those two people getting harassed and they ended up turning themselves in to prove their innocence, and police were never interested in them in the first place
