Well i mean, it reduces attack and movement speed by 35% which is basically the strength of a lvl 2-3 Nunu snowball except aoe. And if you get it on a tank, it can easily reach 3-4 second duration, which is pretty significant. imo it's definitely a strong item. iunno if it's "too strong" tho. a lucky passive proc can also completely rape a range AD too. | ||

I don't think the stats are as cost-effective but it's hella underrated and probably stronger in higher end games where there's less need for tanks to have extra tankiness buffer. | ||

Uh yeah smite ignite isn't uncommon at all, once I tried it out I never went back, I dont find myself needing flash alot, I've thought about changing it for exhaust sometimes but ignite is better for him I feel | ||
