Honestly I don't know, but that Trump appreciates the nuance of the situation and is willingly accepting the perception that his threats are empty lingering for even just the night is pretty much equally hard for me to believe.
I guess if it's just Iraqi's working with the US that were injured/killed there's a way to bluster his way out of it with rhetoric like Intro mentioned.
