In my opinion, being very attracted to your sister is not such a big deal. Even fantasizing about your sister is not such a big deal. Ultimately, however, you have to realize that there probably is zero potential for a romantic or sexual relationship to develop between you and her. I am probably in the extreme minority on this, but I don't have any moral resistance to the idea of brothers and sisters having sex or being romantically involved. Again, though, the probability of anything like that working out for you is basically zero, and so you should really try to make yourself realize that it can ONLY be a fantasy. As a fantasy, enjoy the hell out of it, let it bring you pleasure and excitement, but just realize that it is ONLY a fantasy.
If that isn't enough, then I guess I would recommend telling your sister that you are sort of attracted to her, that it bothers you, and that you don't know what to do about it. Communication is good, even if it is scary to talk about it and you are afraid she will think it is gross (a real possibility, but you already know that). Maybe getting it out in the open is what you need in order to be able to move on. In the one in a million chance that she actually is interested in you romantically, you'll be happy that you brought it up. Otherwise, I'd imagine that her shooting you down will help you move on. I would say that you should not bottle this shit up unless you can comfortably maintain it as JUST A FANTASY.
Another thing, you MUST stop spying on your sister. THAT much is wrong, because you are violating her privacy. You gotta cut that out and write off what you did in the past as a mistake. Do not spy. Give your sister her privacy. Again, perhaps you should talk to her about some of what you are feeling (go easy, especially at first - I wouldn't make clear the extent of your interest in her).
I'd say that what you are feeling is probably not abnormal (even if it is, so what? What matters is how you act on what you feel). I have no siblings, but I have known quite a few guys who were sexually attracted to their sisters. Normal and decent guys, all of em. You are probably fine. You're just a typical horny guy who has a hot sister. No biggie.
Last thing, you can do a search on "Ask Alice". Columbia (I think it's Columbia) University has a website called Go Ask Alice where you can ask questions regarding sexual or drug related issues, and their professional staff will answer you. This might be more along the lines of the help you want. Don't feel weird about asking them about your "problem". I've seen people asking about whether its normal to fuck sheep and dogs, and that sort of thing, and they got serious answers. They will talk about basically anything, if you're serious.
Try to talk to more girls your age. Be out going. Meeting new girls will draw your interest away from your sister.

Haha, well now I feel bad for taking it seriously - I thought the guy was really serious . People really do have issues with that kind of thing though, and I kinda feel bad for them, cause it's easy to feel really weird and really bad about the shit you are into. Rather than feel bad about somethin like this, I'd rather see people talk about it and get help or w/e. I kinda think that sexual repression is why we got so many damn Catholic priests messin with little boys and whatnot. Anyway, my bad - its a joke. Heh heh. Peace.
