This has always been the way of it, well for at least as long as I've been alive. People are too impatient to wait until the dust settles so they just call states for whoever looks ahead with a tiny fraction of the votes in.

Absentee ballots can literally just be "lost" in the mail before the election day even begins.

Politico's been pretty conservative in calling things. For example, as of this posting they haven't called PA yet.
