Dear Friend: Thank you for contacting me with your concerns about the Stop Online Piracy Act. I am grateful for your thoughts and appreciate the opportunity to respond. As you may know, H.R. 3261, the Stop Online Piracy Act, was introduced by Congressman Lamar Smith of Texas on October 26, 2011. If enacted, it would give the Department of Justice legal remedies to stop foreign websites from selling copyrighted material to U.S. consumers. Also, the bill would set requirements for third parties that are notified of court orders, for example directing Internet service providers (ISP) to block an infringing website. Copyright holders would be provided similar but more limited legal tools. The House Committee on the Judiciary is currently working on a modified version of H.R. 3261, including a clarification that the measure would only apply to foreign websites and would specific that ISPs would not be required to redirect users from the infringing website. The Committee is scheduled to continue its markup of the legislation when Congress returns in 2012. Attached please find a fact sheet created by the Judiciary Committee, which addresses many of the concerns people have had about the bill. In its current form, I have serious concerns about this legislation's impact on free speech and the constitutional rights of Americans. That being said, I believe we must find a common-sense approach that stops the illegal and damaging infringement of copyrighted material. I will continue to work with my colleagues on both sides of the aisle to achieve that goal for the good of the American people and our economy. The first paragraph explains what SOPA is, in response to emails just saying SOPA sucks and nothing more. The second gives the current status on it, for emails that may be misinformed on where it's at. The third says he is concerned with it's impact on free speech and constitutional rights. | ||
