Please fix the misinformation, I know that you didn't do it on purpose but it is a significant difference as the US's tie-breaking is only contingent upon the peace in the region between Palestine and Israel, if peace was achieved then the US would return 100% of funding.

It certainly does looks like they're going to have a mexican stand-off if Palestine tries to join other organizations. Obviously the US wants to be a part of WHO and WIPO but it can't if Palestine joins. On the other hand I'd imagine most of these organization need US funding more then they need the political statement of accepting Palestine. So who's going to back down first?

And while certainly I can understand the practicality of trying to get as much as you can in an exchange you have to then be able to live with the consequences of the deals you make. As that article shows Israel has always had an inflated exchange rate (~400:1) of prisoners. I can't find the source at the moment but they offered that same exchange rate for Shalit on a number of occasions and got no luck with it. The Palestinians demanded more. So it is the Palestinians who are still the ones that are telling the world what they think they are worth.

I actually consistently said that both Israelis and Palestinians were guilty of wrongdoings during the course of the conflicts.
