There's a good quote from the youtube video:

"The incident is the latest example of passers-by acting indifferently to victims injured in crimes. In this case, some blamed the parents for letting the girl walk on the street alone. Some people have commented with examples on the comment board, but it would explain a few things. Also, apparently the truck driver has to pay less (about ten times less) if the baby dies then if it is merely injured, so its better to kill the baby. Money does some weird things :O

Well, apparently some people would rather have money, be "butt raped" a few times, and then live their life . The details are all in the video description btw, I'm paraphrasing one of the drivers who were caught:

Chinese authorities have supposedly have caught the first driver (the second is no worse in my opinion). "If she is dead, I may pay only about 20,000 yuan ($3,125). But if she is injured, it may cost me hundreds of thousands yuan," said the driver over the phone to the media, before he gave himself up to the police.


Also would be curious what the "bystander effect" (a term used in social psychology) has to play in this. Could it happen anywhere else? Has it? meh...maybe I'll research it later
