First, you shouldn't be measuring against the peak gold price of tokens. People don't buy tokens with gold at that price, they primarily buy around the minimum. So 70k for EU or 38k for NA is a more accurate measure.
Second, the price of a 60 day gametime card can be as low $25 (possibly lower if you can find a rarer deal or have a store discount), while two Tokens is $40. Effectively that means that the gametime card can be sold for 44k in EU or 24k in NA and still be equivalent to Tokens for value.
Third, unless you have an arrangement with someone you know personally you have to compete with Tokens themselves. Tokens are safe and convenient, whereas some stranger on the internet is neither. If you don't offer a significantly better deal than Tokens it's a tough sell.
Finally, the seller is human too. They may not want to spend hours trying to sell their token, they may not have the acumen to find or convince the people who might buy at a higher price, and/or they may not know any better.
So that EU price honestly isn't all that surprising.

^The EU doesn't really get those price differences, it costs more in euros than dollars even tough the token price is 1 dollar vs 1 euro
If someone was buying game time, it's ~30 euros for 60 days or 1.5 tokens. They can sell those 1.5 tokens for about 60-65k easily. A wide amount of payment methods are supported, bunch of credit cards, paypal etc.
The price makes a little sense for somebody buying with game money (due to shitty token price system fluctuations) - but it's not good reasoning IMO.
2 choices for somebody who wants to translate their euros into gold:
1: 60 day time card. Cost ~30 euros. Reward~ 1k per euro
2: Token. Cost = 20 euros. Reward = over 2k per euro.

I completely forgot about WoW tokens... recently splurged on a ton of crafting reagents for gear upgrades for my alts so I'm sitting at 48k total, but a 19k token is value.

They're selling store mounts for 25-30k too.
Who buys a £17 store mount to sell for 25-30k when token costs £15 and legally sells for 41k
not only that, it's BOP and you have to buy it on the account that you want it on
