Servers don't restart automatically, the only possible way to restart is via admin and they do several times a day, no idea who told you they can't, it's like, the only way to possibly restart them.
It certainly sounds like admin abuse. But just an ATV, chances are admin has better vehicles, restarting a lot for just an ATV sounds excessive. It's possibly abuse, but there's a chance it was something else. But it does sound intentional.

Seems suspect but the admin has no idea where you have the ATV unless you guys didnt save it and it then it respawned

We did save it (I did 3 times as well just to make sure) in the barn opposite skalka. maybe someone took it from there but that is unlikely since we once sat in salka hours to camp a vehicle but noone was showing up, its a dead place there. Anyhow. 1 atv is lol, we will find other. really want an UAZ. atv is too risky.

OK I am so close to running the game, but I can't open it through the cmd file. I have edited it as told but every time I try to open the window with the command prompts comes up for a second then disappears.

Basically do this:
Go to Steam and right click Arma 2: Operation Arrowhead, go to 'Properties', 'Set Launch Options', add "-mod=@dayz -nosplash" without quotes in the target line. If you are using retail go to the Arma2:OA main directory and right-click on "Arma2OA.exe" and add "-mod=@dayz -nosplash" without quotes to the target line.
Then get SixLauncher and run the game from there. (no need to run steam anymore).

I had stopped playing ~1 month ago and just got back into the game this weekend, after I found out about the TL server & TS channels. Even when I'm playing alone now, I feel much safer. Which is weird and makes no sense. On the other hand, I haven't died all weekend... And I have no idea what I was trying to say in the first place.
Maybe this: Don't be scared! You WILL die but you'll get used to it and at least for me re-equipping is more fun than running around with uber gear looking for people to shoot.

is it me or is the TL server having problems with loot spawns? it doesn't seem to be a problem in other servers.

This game has my sleep schedule sliding backward every night, I'm having 26 hour days and sleeping/waking two hours later each day.

Well there are several things that might have happent but i'm almost certain that an admin did not restart cause you found a ATV.
Here is what could have happent,
when the server restarted it might not have spawned in vehicles and tent cause of some bug that happens alot when we restart the server.
Another possibility is that the server/hive ate the ATV or respawned it back where you found it because you saved it to late and it didnt have time to save the position.
Third thing hive is a bitch and fucked the ATV and made it go poof.

Would have to go with the hive poofing the ATV. Now I need you guys to tell me where the best camp/tents/vehicles positions on the map are so I go search for some neat stuff

Soo last nights DayZ story goes like this!
Maestro is up north I'm looking for heli's as I make my way to meet him. Run across a helicopter and it has my unicorn the L85 but no mags I take that shit anyway. So then I'm headed around prud still looking for heli's as I head north to meet maestro.
I'm around the prud area then I hear shots. Anesthetic is being anesthetic. Says they are getting shot at then p4ndemik dies from anesthetic. Now previous to this I had pm shootemup and let him know who all was in Stary. He said they where on the way there. After p4ndemik is killed paqman dies shortly after to a guy with a AS50 who was hiding behind a rock he switches weapons to 1911 then shoots paqman as paqman is q

I'm betting there are several angles to what happened in last night's clusterfuck.
A lot of crying on the TS server last night. The hardcore US 1337ers must put a massive amount of time into DayZ. Every time I log in, a bagillion things have happened since last time.

There was some confusion about last night.
p4, myself, and Shoots were headed to Stary for some good ol' fashioned PVP. Shoots went around a different side with his AS50, p4 and I headed in from the north. We were waiting for Shoots to get into position before moving forward, maybe 800m from Stary proper. I saw a guy on big sniper hill and took a few shots at him. A minute later (I missed cause am bad) Anesthetic asks if I'm near Stary to which I say "maybe" then he asks if I'm shooting at him to which I reply "yes".
20 minutes later the 3 of us decide to leave because there is fog and visibility is only about 450m which makes our lives difficult (Shoots and I both have AS50s). p4 and I are getting ready to move when p4 gets plugged. I bolt into the tree line and try to stalk the killers while Shoots does an hero and runs through the middle of Stary to come back me up.
I see two guys, one running at me backwards (I don't think he saw me). I took a shot with my AS50 from about 10 meters (fail), switched to my 1911, and kill Paqman. A minute or so later Shoots caps Anesthetic. We take their stuff (they took p4's NVG and GPS) and leave, as at this point I've got 3 primaries on me (AS50, M16A2 M203, SVD Camo) and Shoots has two (AS50 and another).
We get to our trucks and start to roll out, when suddenly a tire explodes (I didn't even hit anything).
Shoots goes to find another tire while I guard my truck. After about 10 minutes I get shot in the face. I never even saw the guy.
oZii and Maestro are coolbros and guard the truck until Shoots and I get back with a tire.
And then I go to bed.

So I am close by I hear the as50 then the 1911 shots funny thing is I saw something close by a rock but I wasn't sure cause I had just got theL85 and wasn't sure with the scope. So paqman dies I ask shootemup is anyone still in Stary he said not anymore. So I think nothing of it. What is interesting of note is paqman was carrying Jochans SVD camo. The rarest gun in the game. Only possible to spawn in 2 places NWAF north and south barracks that's it no heli crash or nothing just there.
To continue anesthetic dies shortly after by this time I am right by prud so I say ok I'll sneak around trying to be patient. Anesthic Pms asks if thy are in Stary he gets nothing back.
After about another 20 minutes or so. Tofu dies then it gets interesting. Tofu pops up says that guy kills him and that he might have stolen the truck and tofu had the SVD camo on him. So they give me coords I head toward the truck, maestro is headed there too. Tofu's body is gone. Along with the SVD camo the truck is there. We guard the truck till they come with a wheel and that ends the story. Besides a little bit of drama.
So the conspiracy is did tofu's group plot to steal the SVD and tofu got killed in the process?
Did tofu have someone kill him to make it look like he lost the SVD?
Hmmm... It's like that movie clue lol.
My opinion is the first they plotted to get the SVD it's suspect how it all went down.
Do I really care that much mmmm kinda and kinda not. Jochan and Mani I really like and are cool guys. The drama is interesting. I just feel bad for jochan. I'll never know what really happened but it makes for interesting drama.

Sorry for the kinda double post TL app got me again.
To be honest perfectly honest I was jealous of tofu and bk's group and darks group cause they had all the cool toys. That was when I first started playing now I don't really care.
I've done decently on foot getting weapons. Just no vehicles except a motorcycle which is more than most on the server.
Some might take my post the wrong way it's how the game is and why I love it do much. Like I said betrayal is in the video so whatever peoples camps have been compromised by insiders. It's just how the game is and adds to. I still really have no problem with anyone in hindsight it just is what it is
It's what rocket wanted I think....
