I would suggest for anyone wanting to give keys to use this method:
1. Post a question that is understood to Sc2 fans. Doesn't have to be hard, just hard enough to give an edge to sc2 players.
2. Wait for first player to PM you the answer (or post an answer here - this is probably the better method as you will not get extra PM spammed) and PM the key to that person.
3. (maybe) filter the winner by the current number of posts, I would say 100+ posts is a fair filter to give key to real user of this forum.
This method will completely kill any scripts people would use to unfairly get the key. We would also know who got the key then.

I just made 6 accounts hoping to improve my odds on the timers  they all made a post on the forum to be considered 'forum users' . Way too easy with the gmail thing

supposedly there are protection in effect that blocks multi-accounts from getting in the lotto or so the devs have said

I tried making a 7th and I got a message that too many acounts were already made on my IP adress. They prolly have a limit so brothers/sisters on the same IP can atleast make another account.

nah I doubt it's just a cap I know people who've botted up 100+ accounts and still haven't gotten any picked
