I think the target audience for DxD is teenagers. There are a lot of regulations and rules when it comes to sex in various countries and is generally taboo to sell explicit sex to teenagers. So authors are forced to tease the audience constantly but never go through with it. For example in USA, there are limitations to graphic violence and nudity during primetime television hours. It's one of the reasons why HBO, Netflix and others have the more adult shows because they don't have to follow normal television regulations. I'm sure most fans want them to have sex but the publisher is likely afraid they will get negative backlash from their parents if they added it.

I think you are confusing the anime with the novels. I read AsoIaF when I was 14 in my school's library and that is targeted at a pretty teen/young adult audience, it's also hardly the most hardcore thing I read back then. The only issue I've ever heard of is schools disallowing certain literature to be read as part of their syllabus. Aside from that it's fair game. I've never read anything anywhere about it being illegal to sell books with sex minors.
Your last point also confuses me. The novels have plenty of physical contact between genders. The anime has fully naked minors in it. Yet there would be a negative backlash from sex? I guess people are just that fucked up.

Haha I mean I could be wrong about the literature thing but I don't think so. I've tried searching the web about it but came up with nothing either. How cool would be world be if our view on violence and sex were switched around. Action movies would take on a new meaning :D:D

Author even talks about it in one of his afterwords(Or it might've been on his blog) of one of the novels, he wanted issei to power up by + Show Spoiler +sucking on breasts instead of just poking them but his editor told him he couldn't so that. It's the same with sex, he literally isn't allowed to do it because of the publisher and their rules regarding age restrictions.
I mean it's the same with for example TLR:Darkness, they can show nipples and all do all sorts of lewd things but never sex or actually showing genitals.

VN have sex in them and I remember that incest anime having explicit sex so I'm like 95% sure it's not illegal oo. It's just Japan/society being weird by drawing arbitrary lines of what is or isn't right?

I mean of course it's not really illegal, it's just that his publisher wouldn't allow it, and if they don't allow it then he can't put it in the story.
Afaik it has to do with age restrictions, like i mentioned earlier, To love-ru got like 10 times lewder when it switched to Jump Square from Weekly shounen jump, but it still can't be lewder than showing nipples/whatever they've done so far/innuendos. They can't actually outright show any sex or genitals.
Likewise DxD can't do actual sex, another example is Monster Musume no iru nichijou, author had a scene with a harpy laying an egg which was super lewd but said on his twitter that he was actually told to tone it down because he had originally made it too lewd for the magazine he was in.
Edit: i found the afterword i was talking about earlier: + Show Spoiler +"This time i also wanted to do a "Ise powers up by sucking Buchou's breasts!", but since i couldn't take out anything further from the fantasia collection(his publisher), it was poking instead." Fantasia collection refers to "Fujimi Fantasia Bunko" which is where DxDs is published.

Those are all examples of something being publisher within an entity already and not on it's own which makes it understandable for me. The entity has it's restrictions on the content it wants to show. I understand why a novel being published has the same restrictions, are they also published within some kind of entity? I get editors/publishers are sometimes insane with what they want but an author can just go look around for a new publisher that won't butcher his story to publish it?
I guess I just don't understand how Japan's LN publishing works vs normal Western literature.

It's not that easy, often the stories are bound to the publisher/the publisher has the rights to publish it and the author legit can't take his story to another publisher/publish it himself.
You should watch Bakuman, gives some good insight into the whole Author, Editor and Publisher relationship. Although that's for manga i imagine most of the things it brings up still apply for LNs.
